President and Chief Executive Officer
Françoise joined Gateway Community Industries, Inc. as President and CEO in February 2004 after a 30 year career in various hospital administrative positions, the last 10 years of which were in executive management.
A native of Belgium, she started her nursing education at the Catholic University of Leuven Hospitals majoring in psychiatric nursing. In 1987, she received a Masters of Science in Nursing Administration, with honors, from Pace University. She holds a board certification as a Nurse Executive Advanced from the American Nurses Credentialing Center.
She has taught leadership and management as well as healthcare finance at both the undergraduate and graduate level; has published chapters on quality in healthcare in professional textbooks; and has presented multiple professional lectures and keynote addresses. She currently serves as the board chair for the New York State Rehabilitation Association (NYSRA), the treasurer of New York State Industries for the Disabled (NYSID), and as a trustee and member of the executive committee of Vassar Brothers Medical Center.
In addition, she volunteers her time as a member of the Business Advisory Council of the SUNY New Paltz School of Business. Previously she served in many other organizations including the YWCA of Ulster County, the American Cancer Society Board of Advisors, The Kingston Hospital Foundation Board, and The Town of Esopus Library.
Eva Graham
Eva has served on the Board of Directors for the YWCA of Ulster County and Financial Management Association of Rehabilitation Facilities. She currently serves on the Board of Directors of Always There Home Care and Woodstock Film Festival.
Mary Ann Hildebrandt
Chief Quality and Compliance Officer
As Chief Quality and Compliance Officer, Mary Ann is responsible for leading the development and implementation of Gateway’s quality and compliance program as well as monitoring its effectiveness.
A local Kingston High School graduate, she holds a Master’s in Public Administration from Nelson A. Rockefeller College of Public Affairs and Policy, State University of New York at Albany as well as a Bachelor of Science - Liberal Arts, State University College at Oneonta.
Mary Ann has been employed for over 34 years at Gateway Community Industries in various positions including 23 years as the Director of Rehabilitation Services with responsibility for developing, implementing and coordinating all of Gateway Community Industries’ vocational and therapeutic services. Through the years she has been involved as an active member of various committees (MH and MRDD) with our trade association, NYSRA; served as the Gateway liaison to the Ulster County Community Services Board/MRDD Committee. Mary Ann was a founding member of the Ulster County Vocational Planning Committee and currently is a member of the Hudson River Regional Quality Assurance Committee and the Taconic DDSO Quality Assurance Committee.
Mary Ann currently sits on the following boards and board sub-committees: Kingston Hospital Foundation Board, Kingston Hospital Foundation Finance Committee, Ulster County Department of Health Board, and the YWCA of Ulster County Finance Committee. Previously, she has served as President, Vice President, Secretary and Treasurer of the YWCA of Ulster County and was honored as the YWCA Woman of the Year in 2006.
Alice M. Dickey
Vice President for Human Resources
Alice began her career at the American Institute of Physics located on Long Island, NY. During her 18 year tenure, she held numerous roles in their HR division.
After relocating to the Hudson Valley, she joined the Gateway team in 2005 and now serves as the Agency’s Vice President for Human Resources. Her expertise and experience provides strong leadership for the agency’s 200 employees.
Currently, Alice sits on the SUNY Ulster Human Services Advisory Council at Ulster County Community College where she offers her professional knowledge to assist the College in program development and design, curriculum planning, preparing students for employment or transferring to a four-year school related to Human Service degrees. Alice received her Bachelor’s Degree from Empire State College in Business, Management & Economics with a concentration in Human Resources.
Gary Bellows
VP Business Services
Gary’s community spirit reaches beyond his dedication to GCI. He has served as the Town of Hurley Supervisor for 16 years and is a member of both the Ulster County Supervisors Association and the Hurley Heritage Society. He has coached CYO Basketball for 12 years and has been President of the Hurley Little League for 6 years.
Gary earned his Bachelor of Science Degree from SUNY Plattsburg and brings 32 years of sales and marketing management experience to our agency.
Evelyn A. Flavin
Assistant to the CEO / Foundation Manager
Evelyn came to Gateway Community Industries in 2004 as the Assistant to the Chief Executive Officer bringing with her many years of office management experience. She has developed and maintained all of the procedural systems required to run an efficient and effective administrative office. In addition, she and her staff organize two agency-wide social events for Gateway’s consumers each year.
Evelyn is also the Manager of the Gateway Foundation and is responsible for all of the administrative work in support of that corporation. Her guidance and organizational skills are put to good use in managing the Foundation’s three major fund-raising events as well as its donor recognition celebration each year.
She has lived in the Hudson Valley for most of her life and attended SUNY Ulster for Business Administration. She is ordained as a Deacon in the Reformed Church and has served as its Director of Membership.
Evelyn is a member of the Ulster County Historical Society and currently volunteers for the American Cancer Society as a Daffodil Days Coordinator. Other past community service includes Coordinator of the Huguenot Street Apple Festival, Devine Drama Club Director, a member of the Organizational Committee for the Alzheimer’s Association Memory Walk – Ulster County Chapter, and as a volunteer at the Catskill Animal Sanctuary.
